<p>This bill will make it a class A misdemeanor to purchase counterfeit goods, punishable with up to a $1,000 fine and/or up to a year in jail. The bill also targets those who purchase goods which they should know are counterfeit, based on the cost or quality of the bill, or the conditions and location of the seller or sale.<br />
&nbsp;<br />
<span id="more-146"></span><b>Wider Implications:</b></p>
<ul>
<li>It supports unsafe working conditions for children and low-wage workers</li>
<li>Funds from the illegal counterfeit trade have been tied to terrorism and international crime.</li>
<li>Comptroller William Thompson estimated that counterfeit goods cost New York City an estimated $1 billion in tax revenue annually.</li>
</ul>
<p><b>Our neighborhoods in lower Manhattan are inundated with illegal vendors and tourists looking for to purchase counterfeit handbags.</b><br />
&nbsp;</p>
<ul>
<li>This illicit business clog our streets and have major negative impacts on the quality of life of residents</li>
<li>Harassment, intimidation, public urination</li>
</ul>
<p>&nbsp;<br />
<b>The demand for counterfeit goods has not slowed. We cannot keep going about this issue in the same way. We need to deter people from purchasing these items.</b></p>
<ul>
<li>Our laws in incomplete in that they only target the supply of these items and not the demand.</li>
<li>The bottom line is counterfeiters have to sell to do their job and we need a law in place that punishes buyers for supporting this illegal trade.</li>
</ul>
<p>
<b>It is smart crime-fighting.</p>
<ul>
<li>This legislation would put the power in the hands of the Police to issue summons to individuals caught buying counterfeit trademark goods.</li>
<li>Substantial fines are something people understand.</li>
<li>Issuing a summons is faster, more effective, and ultimately is it going to cut down on the demand for these illegal goods.</li>
<li>Currently, buyers do not face any penalties for buying counterfeit good.<br />
<b>The ease at which counterfeit goods are sold in New York City reflects negatively on our City.</p>
<ul>
<li>We want tourists to come here for the local artists and goods available here, not for knock-offs.</li>
<li>We should promote our City’s small businesses and creative sector.</li>

				<content:encoded><![CDATA[<p><img src="http://www.1stprecinctcc.org/wp/wp-content/uploads/2013/03/kasprzak-225x300.jpg" alt="kasprzak" width="150" class="alignleft wp-image-131" style="padding-right: 10px;" />Officer Kasprzak was awarded 2 medals  for meritorious service for saving a man’s life in July of 2011 by rescuing him from the East River  and then again in September of 2012 for apprehending  a man with a loaded 32 caliber revolver.  His quick thinking and response in both instances helped saved lives and helped make the quality of life better in the City of New York and our downtown community. </p>
<p>On October 28th 2012 Officer Kasprzak again thinking of others, helped to save his family during Super -storm Sandy . With water pouring into his Staten Island home, Kasprzak helped move six adults and his 15-month-old nephew into his home&#8217;s attic. He then went back down to the basement to look for his father. Unknown to Kasprzak, his father had already exited the house and was on his way up to the attic via a different path. Kasprzak never returned.</p>
<p>Officer Kasprzak will truly be missed and his heroism will not be forgotten. </p>

<p>On Friday afternoon, as much of the nation was gripped with heartbreak and shock at the story of a madman and the horror he perpetrated in a Connecticut town, a smaller &#8212; but in some ways similar &#8212; drama reached a less gruesome conclusion in Battery Park City. Shortly before 1:00 pm, an emotionally disturbed man climbed onto the metal roof of the Rector Place pedestrian bridge, began waving a knife, and shouting to passersby that he was going to jump into the traffic passing beneath him on West Street.</p>
<p>Several police cars from the New York Police Department&#8217;s First Precinct responded within minutes to multiple 911 calls. They immediately cordoned off both ends of the bridge and began to stop the six lanes of traffic speeding beneath the bridge. These officers also called for additional, specialized help: crews from the NYPD&#8217;s Emergency Services Unit (ESU) and ambulances from the Fire Department. In the several minutes that it took these reinforcements to arrive, the man (whose name has not been released) became increasingly agitated, approached the edge of the bridge several times, and began to stab at his wrists and throat with the knife he was brandishing.</p>

In the days after Hurricane Sandy, he has been a frequent volunteer in hard-hit parts of the city, gutting flood-damaged homes in Queens and helping to organize a benefit hockey clinic on Staten Island&#8230;</p>
<p>Last week Richards helped on Staten Island, thanks to a suggestion from Steve Rose, a policeman he knows from Lower Manhattan whose son plays on the St. Joseph by-the-Sea hockey team in the borough.</p>
<p>They organized a skating clinic at a rink in Staten Island’s Tottenville section, and Richards brought along his teammates Gaborik, Eminger, Ryan Callahan, Brian Boyle, Carl Hagelin, Dan Girardi, Marc Staal, Anton Stralman, Jeff Halpern and Taylor Pyatt.</p>
<p>&#8220;The response we got from the people of Staten Island was just incredible,” Rose said. “We raised over $14,000 in a four-hour span. It was just phenomenal.&#8221;</p></blockquote>

				<content:encoded><![CDATA[<p>This March the 1st Precinct honored their officers who were presented with the Cop of the Month award for outstanding service in 2011.</p>
<p>Chief McNamara from Manhattan South, Commanding Officer Deputy Inspector Edward Winski, the 1st Precinct Community Council President Anthony Notaro and the honor guard from the NYPD presented the awards.</p>
<p>Some officers saved lives, others arrested serial burglars or helped robbery victims. The men and women of the 1st Precinct work hard day in day out to keep the 1st Precinct safe and free of crime.  Here are some of the men and women and their stories. </p>

After 2 consecutive bank robberies at the same location the prior 2 days,  Sgt. Stacey Gustafson &#038; PO Douglas Lopez were doing directed patrol at the bank on Gold St. During their second visit, they noticed a male exiting the bank matching the photo that was taken during the prior robberies.   As the officers approached the individual, he began to flee and was apprehended without incident.  The perpetrator did in fact rob the bank on that day as well and was arrested for robbery.</p>
